Users can post atrocity's comitted against them or others by the police, military and governments, with full story and pictures or other media. This will help raise awareness to people about crimes comitted by those in positions of power. This will also help show that the police, military and governments are not above the law and must realise that as they watch the citizens, the citizens are also watching them. For example they could post about secret murders, massacres, threats, kidnapings, etc...so that other people can open their eyes.
Lack of any known website where you can report such things.
There was another idea on here about BS in the US or something, and I told him the same thing I'll say here. The biggest problem you'd face would be that you'd have no way to know who was telling the truth. My neighbors downstairs that think I play my music too loud could post that I killed their dog (they don't even have a dog, but they are evil like that).
Besides, how would you make money at this? Who would want to advertise on this website?
A snitch site? It's a good way to make enemies & targets. Who's to say that someone won't accuse someone of doing something they never did just to cause a ruckus or to get back at them for something that happened earlier?
It is a fine line between someone eating the last slice of pizza, and genocide. I think you'll get swamped with noise.
I agree with the above posters -- there's simply no way to guarantee accuracy. You're just going to end up with a flame site that makes people angry.

Attrocity...is a matter of taste or of ethical/moral guidelines. This makes the "warnings" to be subject to bias.

I go with Ikailo on this one, it could easely be used in a wrong way.

One person's "Atrocity" is another person's "Annoyance". Blogs have been used for citizen reporting for years and sites like newsvine and digg allow these reports to get publicity. This idea seems too focused on a subjective definition of a news category rather than as a general service.

And, also digg.com when someone has a cell-phone video of a police beating...
This would have to be VERY sensitively done... the sort of authorities that carry out such acts are unlikely to take kindly to seeing them reported online. I'd be worried about the potential for action against those who report or even the site itself.
