People love games of chance. Charities need money. The idea is to set up a web-based system that allows fraternity alumni organizations, companies and various social clubs to conduct private-labeled charity raffles with their members. The system is unique in that the odds of each game are capped at 1 in 500 so there is a relatively good chance of winning the prize. When the 501st ticket is sold, a new raffle sequence is initiated whereupon the cardholder's card is authed but not charged. The raffles are structured this way to ensure that the maximum yield is produced and that they only occur once the reserve price of the item being raffled has been met. People will rave to others about the raffle because there will be a high relative number of winners vs. a traditional lottery. 1/3rd of the winnings go to the prize acquisition, 1/3rd to charity and 1/3rd to the FunRaffles entity.
This came from my buddy Dave in Grid7. It was to be our first project executed but we encountered snags in AZ regarding the legality of hosting games of chance. There would likely be a rat's nest of legal questions to resolve in each locale where this is conducted and there's a chance that the latest Congressional ruling about credit cards and gambling means this is not doable. But if it is, it would be pretty sweet and you could display the footage of winners getting their boat everyday on the homepage a la Ed McMahon Publisher's Clearinghouse style.
I love the idea of building some sort of web service and tieing it to fundraising. In fact, I've been building an idea on that same principle.
However, in the process of doing mine I talked to one of the best gaming lawyers in nevada and there are some significant legal issues. I think there's no doubt that it would be considered gaming and also be subject to the gaming tax.
I agree that the new legislation will also probably be a huge hurdle. However, that remains to be seen. Watching online casinos will soon tell us if there is a way around it or not.
The way around most "gambling" laws is to convert it into a contest of skill, not chance. This typically requires that you have some impartial judges involved, or a fair mechanism that can measure the quality of any given "attempt", whatever form that might take.
