Coding that would be pretty easy, and it would just become a game of marketing and making sure the site had a strong viral component.
I think the biggest question is what is the crazy-easiest way to implement?
As Gordon says, the issue will be marketing - I don't think you'll find yourself alone in this market!
Combine it with the "Stalker website" idea and you've got one creepy, messed up website.
Of course, either on their own, could work out if partnered with greeting card companies or purveyors of explosives (I hope you know which one to put with which idea).
(marketing steps in) I don't think it will be that difficult if you create the new category and become the entry leader in said category.
If you try to market yourself as a member of a pre-existant category then you need to place yourself as 3rd or 4th and be happy there.
There are plenty of websites for creating and sending graphic cards, including animated ones.
In my opinion, the entire Cambrianhouse experience is made wothwhile by PeeJayEl's comments alone.
With regards to the idea: it's going to be about partnering and packaging. You'd have to take the risk first and put the effort into making it nice and purty, stirring up interest and then you could perhaps interest a card/flower/candy partner. Go for it!
