The Idea

A site of an online community of artists who look (or take themselves) pictures of public city places (like a blank wall etc.) then virtually submit artistic changes,like painting the wall. After that there is voting among the submissions and the best ones are submitted to the city council where the actual wall (or whatever) belongs. If the city council approves of the artistic intervention, the money that is given for the project is divided between the artist and the site. You could also have cities submit pictures of various locations they would like to be decorated with art. They would be required to state the money they would award for the art project. Then artists of the abovementioned online community would check them out and make proposals, the site getting a cut if proposals are accepted. You could even have 3D representations of whole cities, where various places have been transformed by virtual artists, and then propose city projects of a grander scale.

I thought of this idea when I was...

I have always liked the concept of decorating locations. My main concern is that many artists will not be able to capture virtually what it is they do practically. For example, how does the spraypaint artist submit his design?

What is the problem that the idea is solving?

Sure it would be nice to get some art to the city but I don't really see why a city would participate in this. Also, I think sales costs would be quite high for a system like this.

This would work very well in countries like India, Pakistan, Bangladesh, South Africa and like... especially private walls and villa boundaries...

Great idea.

But I doubt as well that the virtual submissions work (artists are usually no computer experts). Perhaps every artist has a portofolio and just describes what he would like to do. Previous work + tectual description might already give a sufficient impression to the city council.

I think it's great when cities allow artists to touch up public areas. This app would work well for local design competitions and the like.

Most of what this app would do can be done very easily with open source apps. How would this project do the job better to the point that people would be willing to pay for it?

The problem that this idea alleviates is the sterility and dullness that have become features of many modern industrial cities. By creating a vehicle that bridges communities with artists around the world you are helping put some color and life into the life of urban dwellers, thereby improving their quality of life.
Cities/Communities would participate for a number of reasons: 1) Competition among artists will lower costs. 2) It saves the administrative costs that a community would need to spend to organize and implement an artistic decoration. 3) Communities have a bigger variety of artistic options. 4) Communities may lack the experience necessary for organizing such civic decoration schemes efficiently, so the site would speed up the process (thereby saving additional money) considerably given that it specializes in it and would have more experience.

The answer to your question was partially given by Pajoma. Previous work and textual description, plus miniature models or drafts would be enough for people to have an idea and vote/choose accordingly.

I don't see what you mean when you say: "How would this project do the job better to the point that people would be willing to pay for it?"

What people would those be? If you mean the artists, they wouldn't have to pay anything to join. It would be free to create an account, whether you're a city or an artist or just curious. When a deal is struck between a community and an artist, the site gets a commission.
