Well go for it then!

You can find cheap cartoonists using sites like http://www.getafreelancer.com/ and others.

Well, it doesn't seem like the sort of thing you need a crowd for, or do you?

Maybe you could post some of the writing and someone might be interested in providing the drawings.

Has someone submitted collaborative/crowd-sourced comic strip site yet? Maybe you could repackage this into something more expandable. That would be a lot more work though.

Cartoons are a difficult sell. You need to do a treatment first and then see if there is interest unless you choose to do some sort of iptv distribution. Have you watched any cartoons lately they are very complex kids have a weird attention span these days. Sounds a little innocent for the market. Unless the gators have super powers or are violent or have something that appeals to tweens. The first thing a producer is going to look at is if the characters are brand. Look at Sponge Bob or Fairly Odd Parents or Naruto.
Some of the most successful franchises are Powerpuff Girls and the Simpsons. Two gators is just not enough. A Swamp however is interesting. Has scary and gross elements that kids like. What you should do is a one sheet to shop it and see if it has legs.

Probably you'd just want to start drawing the cartoon storyboard style, to see where the idea leads. There's almost no barrier to entry, and whether or not it will be any good revolves around the quality of the dialog and stories more so than the general idea itself.
