The Idea
Get paid to take pictures. Get paid when they are download. Double earnings. You do the hard work taking photos, why should flickr make most of the money? There are two parts to this idea: 1. If anyone wants a custom photo taken (e.g. somewhere you went to long ago and were wondering what it looked like now, or maybe a gravestone for genealogy purposes or somewhere you went on honeymoon as an anniversary present etc) then the person wanting the photo can use google maps to see who has registered near that location and they agree a price for the picture. The site gets a cut, just like ebay. 2. If anyone sees a thumbnail picture they like on this service, then they can pay to download a hi-res version for their own private use, or pay a higher fee for commercial use - again for the buyer and seller to agree between them and the site gets a cut. The concept could also apply to photoshop images, artwork etc. An ebay for digital photos and pictures on demand.
I thought of this idea when I was...
My wife is an artist! I've also needed pictures of gravestones 8000 miles away for family research. I also live near where I went to school and realise that many school mates live on other continents and might want snaps of where they grew up and what they look like now.

An 'ebay' for digital pictures ... i like it. It marries auctions with a request for digital products. You can have amateur (free) and professional(paid) subsribers. Link to google maps is cool idea.
Service should be strickly a go between and not get involved in actually handling or storing the pix. Or maybe not, how do you avoid a buyer and seller going around you once they have 'found' each other. So escrow the pic for a time and watermark them so they can't be used as displayed.
Searchable database of available/wanted pics based on keywords and locations. I like the idea of using photoshop pics also as it gives artists a shot. Gotta watch out for copyright violations though. Photoshopping an AP photo copied off the web making George W Bush appear with monkey ears about to board a banana instead of Air Force 1 to be used on a political website may cause legal problems for the user/artist/picture service.
In general it provides a value added service that relies on volume(everybody needs pix for something) and gets buyers and sellers together. Sounds like a winner!
I had a look at istockphoto and it has no facility to look for photos by geocode or to look for photographers using a map who may be near the requested location.
This is a fantastic idea.

http://www.revver.com does this with videos and that concept seems to work, so i think your idea will too.
I have used GURU.com to find photographers for adhoc assignments in other locations. I know that you can go to to getty images and have a photo assigned, but it is very very (did I say very) expensive for the consumer.
There are lots of stock photo sites, and most of them make a lot of money. This industry was recently profiled in Business 2.0 as booming, so the competition should not discourage you. This is definitely a case where competition shows the promise of the idea.
Not a world shaking idea... but has potential I just worry about the market size. Have you looked into that at all?

like the idea. re: iStockPhoto is a stock photography site, my understanding of this idea is that it would be commisioned photography, not stock. Different market all together.
