The Idea

First of all, and this is the important stuff, is to have the courses that are thought in this site recognized by the education system, this might be difficult to do, but not impossible, might be by uniting with several universities or something of that sorts. The idea will start at a web site, when you enter the web-site you will have to select your field of study, you can learn from a recorded course, or 1 on 1 (probably more expensive). You can also be trained and pass some tests to become a tutor yourself and then be either paid or get paid by getting through other courses. You finish a course and get a unique Identifier allowing you to do a test at a nearby location to recieve the qualification needed, that can enable people with little money for education. Later on when the project succeeds we can use the media of interactive television in order to enable this education system to more people.

I thought of this idea when I was...

Well, today there started to be a lot of online universities and online web sites teaching stuff, but they are all quite expensive and you pay something and can study only what you payed for, what if you want to make your own modeled study? what if you want to create your own "degree" that seems to you that will fit better the profession you want to study? and what if you are right? So given the chance to study what you want, when you want and even get a valid certification for your knowledge especially when you haven't huge amount of money but you do have a good opportunity to use your spare time and to learn the things that really interest you.

What will the "framework" include ?

i like the idea of a great learning platform for peanuts. What I would like most is that if one can have a plethora of subjects to dabble in before I take up one subject seriously. Most of the times one is not matched to the degree one pursues.

Well, I even thought about the idea that some of the people who have great skills in some stuff can be tested and then "pay" for their learning with teaching. That way even people who doesn't have money can teach each other.
Anyway about the framework. It's a bit complicated and will demand a small amount of explaining on my behalf. Basically it will be divided into different type of life areas, then courses. Each person who will be registered will have the two options, paying with money, and paying with skills, which won't be easy cause you will have to be very skilled and also talented with passing a lesson.
People will be graded upon their learning abilities, and there will be councelers that will inform each user after a decided term if the field he choose to learn fit him or not.
There will also be a grading system for the teachers and maybe even awards for both sides. It can really be a great system.

Well, I see I have a bit to explain:
Like I said the system will be divided into area's of interest. You can study in two main ways: recorded classes and 1 on 1 classes, which will probably cost a bit extra, or you will have to gain points by passing the classes in the area's you have authenticated your knowledge and teaching skills with the systems group.
So what we'll have is the ability for someone who is let's say in Africa, and all he has now is his 100$ laptop, and a connection to the net (I don't know how this project is getting on but let's assume it does succeed).
Now, you know that you need to study medicine because well, it's very needed there at the moment, so you go to the appropriate courses. You can't afford a lot each month so you go to the recorded courses and study. Later on, you want to have some more studying in another field but you have the needed knowledge and you happen to be a good teacher, not to mention that you can speak the local language (langauages will be an issue of course). So, you pass the teaching test and also all the qualification tests, and now you start passing the courses yourself - 1 on 1, gaining points. With these points you buy courses and 1 on 1 courses in other fields of interest or even in the same field but more sophisticated courses for example. Now, your knowledge is becoming much greater and you also pass your knowledge to others, both sides benefit.

I think it is an excellent idea, Yaniv! One of the things that has kept me from pursuing further education is the cost.

This has been done, I believe, to an extent. The US Military (it could be available other places, as well) has a few college oriented programs called CLEP and DANTES, which essentially allow you to challenge a course. You can study up on the topic online then take the test. If you pass it, you get the credit associated with it attached to your transcript.

Hatetank, the question is:
a. is it open to everyone.
b. by who is it acknowledged.
c. who and how are the courses are passed by...
