Everyone talks about the global warming thing but nobody does anything about it. Now you can get in on the ground floor capitalizing on the latest craze in mother natures crisis of the month club:
ANCHORING RIGHTS
Everybody knows that global warming will melt all the stuff soon and that means the water will rise and rise and rise! All the land-dwellers will move inland (of course) which means that those of us who live on the water will have much more room to enjoy the good life, as Allah intended. The secret is to get first dibs on the choice spots by negotiating anchoring rights now, before those who view global warming as just another Al Gore scheme to suck megabucks from evil SatanAmeriKa are left high and dry!
I propose a web site where near-coastal businesses, residences and government entities can buy and sell the overhead anchoring rights to their property to water-dwellers worldwide. Creating a market for this new industry would let people pick up a few bucks now and lock up scenic venues in anticipation of the coming rising tide that’s sure to float all good boaters.
Imagine living above the aquarium in Baltimore, central park in New York City, the Champs Elysees in Paris or, as in my case, the Lil’ Champ beer store down the street. This would also inspire residential and commercial building designers to integrate/imbed anchoring devises into their designs in anticipation of all the watery festivities to come. And if the moment of flooding fails to come soon enough, I call on all the creative thinkers at CambrianHouse to help me melt those pesky icebergs faster than you can say “An Inconvenient Website”.

Are anchoring rights the property owners to sell? You know how oil rights are not really owned by property owners (at least that's the way it seems to work in Alberta)?
If you COULD do this... then maybe it SHOULD be done. Although in any seriousness I don't think anyone would seriously bid except to treat it like penny stock.
I guess I'd set up a market test site (which people would debate as to whether or not it was a parody, thus getting you buzz and traffic). And... you know maybe all you need is a static page, just like...

You should start with a limited area say a few miles of Californian beach front. I think this is more a press grab then anything... dont know if their is real money in it.

Why motivate people to make global warming worse?
I somewhat disagree. The demand for anchoring rights can only rise as fast as the supply of things to anchor - boats. Since most people don't own boats and there should be a decent correlation between boat owners and anchor rights holders, I don't really seeing a market developing for anchoring rights until a market for emergency boats soars. Since waterfront realty is scarce and a good portion who already own it have anchoring rights, and those who don't do not have anything to anchor, you are dealing with a market that may appreciate, but in general would not be too liquid. Also if the seas are rising, by nature you are buying depreciating assets. Anchoring rights bought today will be worth much less 50 years later in such an environment, since the situation itself causes more space to open up. If someone's property ends up underwater, a ton of supply just hit the market - which would not be the ideal situation of someone long anchoring rights. Emergency boats on the other hand may be the equivalent of the nuclear fallout shelter. You could start to build an inventory early, then as fear sets in, sell them to people who will never get anchoring rights anyways. In fact, you could probably some anchoring rights and sell them as a "timeshare" with a ton of emergency boats. Where families get the right to be close to the shore for some portion of the year, and spend the rest at sea or inland. Emergency boats also benefit since as the ocean moves inland, demand will increase exponentially as markets that never really owned boats would all scramble to get them.
Two issues:
1. As Gordon mentions, you'd have to investigate the legality of this - will the anchorage rights really belong to the previous landholders?
2. What sort of timeframe are we looking at? If global warming happens fast enough to make this a viable business, I think finding places to anchor boats will become the least of our worries!
All in all, I think I'd prefer to sell the land and move to higher ground!

Well, your description is really great...tongue firmly in cheek, yet a hint of seriousness behind it all.
If not an actual market for trading real anchoring rights, I could envision a 'fantasy' type market game, where you trade virtual rights based on actual data. So for that reason alone I'm giving you some stars!
What would be worth the money are the projections of which exact areas would become the new waterfront based upon progressive increases in sea levels.
If you can deliver that, I promise to drive my car more.
