I thought of this idea when I was...

calling the emergency repair line at my apartment complex when my basement apartment was being flooded from the ceiling and they told me to "get a bucket" and they would send someone out on monday.

I think the service you suggest would be great, very much like a Web2.0 yellow pages. Some similar services exist like angieslist which provides reviews and feedback on service providers, but I don't think they try to be a comprehensive list of available providers, just show reviews that have been posted by users.

But I think a lot of this is about money, not availability. Your apartment manager wanted to wait until Monday so they didn't have to pay premium weekend rates, not because they didn't have anyone to call. And you could have called someone yourself but might have gotten reimbursed for the expense.

"select the best provider using sms and ajax integration" strikes me as the sort of phrase used by a salesperson who thinks that buzzwords are more important than actual ideas.

A good idea isn't based on flashy web techniques like AJAX (which basically is just JavaScript) but it's the idea behind it. Would you ever re-visit a website which looks cool but has no content, except for the sake of seeing the cool looks? Try to expand a little bit on your content.
