Business offering full sites and components for websites. Each component can opperate alone or together with other (ala plug and play). Clients can choose from dozens of components and completely customize the look, and layout of each. Components could include: Polls, reviews, ratings, articles, image gallery, comments, news, classifieds, counter, navigation, header, footer, dynamic content, RSS, SEO pages, search engine, blog, etc... Once a client has completed selecting and editing the options for the site and or components, they are then take to a payment page and once verified the purchase is zipped and sent out to the client. so tu summarise: client wants a news site with reviews and comments, orders each component and customizes the look, then pays and receives a zip which the client then uploads and voila, a full news site with news comments and reviews! (maybe more technical using mysql or other db)

This would be really hard to implement, how do you plan to get pass the logistical side?
You should take a look at WordPress or MoveableType, which are blog versions of what you're describing. For more full-featured sites there are CMS's like Plone and Drupal that provide all of this functionality. You could probably create a simplified wrapper around one of those, so maybe there's a product there.

Entering the software marketplace is tough.
You compete against the big guys like Microsoft, Google, Apple, etc. Keep in mind Microsoft has very similar stuff in the works now.
The you compete against mid market and small software design firms.
You are competing with offshore providers.
You are competing against open source products that are easier to install and work with daily as the development teams progress the projects.
Your are competing with newer companies that offer very similar products that you describe liek interspire and elementfusion
I think it would need to be a more focused idea and even more of a niche to really take off.
Although Vanhees has a point about weebly.com, the idea is still good though. However, it's much better to hosts the websites yourself and ask 'rent' for it. That way you keep your customers on contract (untill they don't need the website anymore) and they won't run away with your code.
