Developping the first prototype

Certificate creation: has to be on decentralized mode (client side), prolly thanks to an existing OpenSSL one-liner or script

Authoring tool: maybe OOo as he already signs whole documents and can produce HTML.

Client: prolly a Firefox extension, using its crypto functions and/or maybe thanks to some XMLsec code
