In Windows 2000/2003 if your Active Directory dpoes not start, then 90% chance is that you have to format your harddisk and install fresh windows 2000/2003. But theres way where u dont have to format your machine. The description is mentioned below.

1> Use regedt32 to navigate to HKEY_LOCAL_MACHINESYSTEMCurrentControlProductOptions.
2> Change the ProductType's data value from LanmanNT to ServerNT. (Use the exact case.)
3> Shut down and restart the server.
4> Delete the NTDS folder.

After doing this the server will become standalone server so afterwards you will
have to run dcpromo to reinstall the ADS .

Note : But all the login accounts needs to be created again but the data will be safe
