An Outlook or ISP plug in that a) limits the number of emails individuals/employees can send based on the quality of their past emails and b) publishes a monthly league table showing the email open rates for each employee.

If you routinely copy in the world yet people do not open or read or forward your emails then your email quota will be reduced until your email quality level rises.

Implementing this would encourage people to think more about what they send.
It would turn email from an unlimited resource (which people think little about because it is free) into a more precious resource by aligning email quotas with email quality (as measured through readership, forwarding and open rates).

It would be nice if it could be implemented to reduce spam as well. Obviously the quotas could be set high to minimise initial inconvenience.
