I think the drop downs should be tag based - at least that should be the goal. I like del.icio.us use of tags - offering suggestions as you are typing, it helps keep things somewhat standard while allowing the crowd to build the categories.

Sorting the categories/tags by popularity would be a good way to keep that in check.

Agreed - have you ever seen a good way to disambiguate a tag that is very similar to another? So for instance, when someone puts in "explosion", the system notes that there is already an "explosions" tag that is in popular use and asks the user if he/she wants to use that tag instead? I have a couple of ways to do that with ColdFusion, using a Verity search index, but I don't know if there are any OS indexing engines available for PHP.
